Any appointee to the intelligence community must first pass through the Senate Select Committee on Intelligence, before they get a full Senate vote. If the SSCI rejects the candidate, they simply refuse to take up the nomination. The president is then blocked from that appointment. This is what happened with President Trump over and over again.".
