I have seen both sides somewhat.
Sat with a elk tag in my pocket and watch a herd of at least 80 elk jump the fence from private onto public land
It was 1/4 mile from any direction across private property to reach those legal to shoot elk. They bedded down there for hours maybe all day, and AFAIK we were the only hunters watching those animals.
It sure would have been nice to have accrss to them, meat in the freezer.

Then again I have worked on and know ranch owners and seen first hand what idiots can do with or without hunt permission.
I don't find fault with any land owner denying anyone permission to do anything on their land.
