So if some one purchased a piece of locked out public land he would not have the right to access it? Asking for a friend.
If the land being purchased was entirely surrounded by deeded private land then the owner of that land would not have overland access to it unless the surrounding landowners gave their permission or if there was a deeded ROW. At least that is my understanding.
