The key phrase is “may, or may not”.
“Mild” loads is a poorly defined term, to be sure. But nobody buys a “hot” cartridge with the expectation of not using all it can do.
Just poking around on this inter web thingy for a bit easily found anecdotes of people shooting “mild” loads and having clickers. Others didn’t have problems until they blew primers.
