Bill Clinton was the master of manipulating the public by tearing up and wailing "It's for the children!!!". Seems like he did it damned near every time you saw him on TV. It worked.
The best thing that could happen for most of the kids around here would be for their crack whore mothers to OD during one of their daily drug binges. Getting kids out of their welfare/crack houses before they they get entrenched in that lifestyle themselves would help them more than anything the government will ever do.
