That's the answer - the terrain. The countryside I hunt in is either flat, and even the small bushes limit the distance, or hilly and timbered.

Having said that though, there is one property I go to that has a clear hilltop and is an excellant vantage point to the clearings on the surrounding hills. One of my friends hunts the same property (I've never been on a hunt with him though) and shoots fallow deer at up to 700m from this hill. He uses a sporter 338RUM (or is it 340RUM?). I think the rifle is a Browning. Sporter barrel but "just under"-moa performer.
