Yes I think there is a limit, don't have regs in front of me right now so can't say for sure what the number is.
12" yellow perch aren't uncommon and 14" isn't that out of the ordinary either.
I don't know if that's "big" or not but we've run the knife through a lot of 12"-14" perch up here.
Limit is 20 daily. 40 in possesion. One of the few MN fish that your possesion limit can be higher than your daily limit.
