The cop handlers won't let them be much more than targets. They could have eradicated the gangs long ago but that would have offended their voting base. Nationwide criminal conspiracy remediation plan aka "Schwartzenacht":
1.) Police go on nationwide strike because administrations do not recognize that blue lives matter.
2.) On strike cops, with loads of time on their hands and intimate knowledge of the criminal population, drive around with paint ball guns marking known violent criminals.
3.) Dis-organized militia members with appropriately rusted out vans drive around surreptitiously assassinating paintball-marked violent criminals.
4.) Strike ends, cops return to the streets with scarcely veiled smirks on thir faces, (remaining) criminals show a new found respect for law enforcement.

Every police officer in the country should walk off the job for a week. Sun up tomorrow the inner-city folks will be begging for their return. By the second sun up I think there would be a shortage on body bags if anyone bothered to use them. I am sure many in Chitcago are law abiding gun owners and would shoot the brave gang members in self defense. Maybe a well regulated malitia is in order. No? Well, it is a nice thought.

The politicians will pass the laws but refuse to allow them to be enforced. There are already more than enough laws on the books to clean it all up in short order but the police hands are tied. The solution is there but it has to be used to solve the problem. It's pretty obvious that the politicians have an agenda that needs high crime levels to work.
