Any idea whom was telling the agencies what the spin would be? I haven't read Coulter's article, but some of the bread crumbs sprinkled about could lead one to assume that was Paddock's role in this scenario, or how it was intended to be portrayed...the problem is "that she doesn't have any inside details.
Considering the time between the end of the incident and the first first press conference several hours later was spent by the various agencies gathered in a room being told the "story fit for public consumption and how they are going to spin it"
But aside from the media distortions, and all the evidence the agencies are holding back and lying about, I think one of the reasons this scenario doesn't make sense on the face is that the op was blown, and went off before everything could unfold as it was originally planned.
That's also why the casualty count is lower than one would expect.

Regardless of how many theories are out there, and the fact that the guy is a whack job, THERE IS AN AGENDA with this shooting. We just don't know for a fact what it is yet. But a person, sane or insane, doesn't amass an arsenal that big and premeditate every detail of the act, and go through the extensive effort he did, weeks or months in advance, without a mission. My guess it's one of 3 possibilities:
1. He's an anti Trump guy who wanted to kill a bunch of redneck country fans
2. He's actually an anti gun guy who wanted to light a massive fire under the whole gun control issue
3. He just wanted to go out in a blaze of glory and had some twisted need for infamy Best theories I have seen so far. I'm leaning towards a combination of all three that you listed above. And I've said all a long since day one that this nut job was probably a Anti Trump fanatic. And Ann Coulter is just blowing hot air as usual. The most sensible explanation I've read since this caper unfolded and likely a combination of all three.
