Did you see that litter or rats, you can bet your azz thats not the first time she helped herself to other peoples stuff. The attitude that you are in titled to take what ever you want even thou it does not belong to you needs to be changed
And that change needs to be started at home with the parents.
I say Charge the parents with the theft of what their child stole and things would slow down a bit in my opinion.

When cops become so obese they can’t outrun anybody I reckon I could support tasing but there should be some restrictions. Since this thread has established that tasing eleven year old girls is acceptable, the age limit obviously needs to be lower than eleven.
How about eight years old?
