Whatever kind of shaft it fits on, when the handle is rotated clockwise, the teeth tighten up on the shaft to turn it (or maybe grip it to stop it from turning). When the handle is rotated counter-clockwise the teeth release it. Maybe a brake of some sort? Don't be the darkness. America will perish while those who should be standing guard are satisfying their lusts.
