I read it to mean you can report suspected criminal activity and don't intervene yourself.

I was through that chit hole a couple of weeks ago. I wanted to avoid it but no, my daughter said we will take tolls. One extortion cite cost me 18.70 ( uhaul trailer).

About 5 years ago I spent 5 days in downtown, I thought it was pretty cool. Good food. Wouldn't want to do it too often though. Pretty massive.

I saw where you could drive through the tolls and pay later without a penalty. I drove around for three days and never paid a toll. I forgot all about paying the tolls and I figured I drove through 20some. I got a bill for $68, three lousy tolls. Those people can't even steal right.
