These Generators are shipped from the factory with NO oil in them.
Some supply a bottle of oil, some do not. But they all have a Caution sticker on them warning that oil must be added before it is run for the first time.

It wouldn't turn over because there was no oil in the crank case.
That oil in the gas tank was put there by someone. Either the old timer put the oil in the tank and not the crank by mistake, or this generator was previously purchased and returned with a tank full of oil.

A- Yes of course I did.
Q-Where did you put the oil, because the crank is still empty?
A- right there on the top where it says "gasoline Only".
