You need to stop using Craftsman as a point of comparison. Almost everything looks better than that.

Old bird probably left it laying on its side or upside down.

Either way, A quick exchange would of easily rectified the situation.

There is a tendency for people and businesses to think all old guys are senile and can be pushed around. Good to see someone stand up.
On generators: If you want a small generator which is certain to work, buy a Honda or a Yamaha. They work. GD

Pretty sure it was hydro locked. Set it right side up, let the oil drain back down. Having the gas tank full means the carb is full too which means extra work. Bet it smokes likw hell when they get it going

These Generators are shipped from the factory with NO oil in them.

Some supply a bottle of oil, some do not. But they all have a Caution sticker on them warning that oil must be added before it is run for the first time.

Quote
He says he hadn’t opened the generator box until a few months ago. When he did, he couldn’t get the engine to turn over. Hayden knows a thing or two about machinery: “The gas tank had oil in it and it wouldn’t start.”

It wouldn't turn over because there was no oil in the crank case.

That oil in the gas tank was put there by someone. Either the old timer put the oil in the tank and not the crank by mistake, or this generator was previously purchased and returned with a tank full of oil.

I would like more info on what he told the HD Managers, for instance
Q- Did you put oil in it as required?

A- Yes of course I did.

Q-Where did you put the oil, because the crank is still empty?

A- right there on the top where it says "gasoline Only".
