Read the posted texts: Seller has offered to contact the FFL to clear things up, but Buyer won't provide the name, while aggressively demanding a refund right now.
The Buyer himself inexplicably torpedoed his own transaction, then wants an immediate refund.
Add-in, it appears the Buyer has never done an online firearms transaction, and English is not his first language.
Seller has every right to be cautious based on the Buyer's contradictory and threatening behavior.

The man said that they had gone to Las Vegas for the show... The Shot show was last week, and Crossroads next week. The FFL that I use does the same, closes up a month or two every year and tours the local shows.

Petersens Guns in ALBQ does transfers,they are an old well established store that is familiar with doing it, if I recall correctly they charge $25

People don't realize that those online agreements of use (such as with PayPal) are enforceable. Same as any other legally signed contract, ever since 2000 with the Electronic Signature in Global and International Commerce Act. Fraudulent use to avoid fees can be held in court. Probably not with an individual, but with company's I wouldn't want to take the chance, or consider it wise!
