I would bet the difference would be accounted for by who shoots first. If you're reacting to gunfire at 15ft or less, usually whomever shoots first usually hits first. Even if the gun is drawn, you're still .2 seconds behind the 8 ball if you're reacting. Most folks can get two shots off in .2 seconds, so if you're reacting like most officers are you're two rounds in the hole.
