Buy a Howa 30-06 barreled action and pair it with a Bell and Carlson stock. For a mid $600 cost you can’t find a better shooter or more durable rifle setup.

This, but definitely LocTite the mounts to the action and torque the screws down first. The mounts on mine were just tight enough to keep the scope from falling off on the way to the car.
