Just for the record...The president, not the VP or other person designated by the president, has to give a report to congress on the state of the union from time to time. It doesn't have to be public, just to congress, and 'from time to time' can be interpreted about any way he wants to. There's no fixed time or frequency. It's become tradition to do it annually and to the nation as a whole but it's not required.
