The reason the numbers you hear in the news seem so high is because its the 3rd largest city This is spot on. Absolutely nothing needs to be done about this except maybe a good containment strategy. No think tanks, no legislation, no enhancements to policing. Just confine the activity to the jogger neighborhoods and let them live their best lives.
