I'm willing to bet that the only reason he was free to steal a bike and injure those drivers is that he was released by one or more judges when he could have, and should have, been incarcerated in the interest of public safety.

Lots of bikers will wear helmets on the highway but not in town at lower speeds. That's backwards. At high speed you're screwed anyway, helmet or not. Where they save you is in low speed accidents. A head lightly tapping on a cement curb or car door does wonders for the brain cells.
