Hoppe's is a solvent so yeah I'd say Hoppe's.
REM Oil gets a bad rap sometimes, but I like the stuff.

1) I use evapo rust. 2) I use washing soda in water with a +28 Volt power supply hooked up to a sacrificial steel anode and electrical return connected to the gun part.

I don’t let my rifles rust! Most firearms owners don't. I buy some occasionally that have been mistreated though, and fix them up. Flitz with 4/0 steel wool and elbow grease does wonders.

I don't let my stuff get rusty to start with, but I have been known to take on a project....
I take an empty cartridge case, flatten the mouth with a hammer, sharpen with a file if you wish....
use it as a scraper.....
It does NOT remove blue........... wipe the marks away with an oiled cloth........

Kroil oil and 4/0 steel wool . Stinks to hi heaven but does the trick . During hunting season I don’t worry about my go to guns and hunt them day in and day out till season is over . Then they get TLC . Got rid of my glossy pretty guns and use the economy shooters that shoot better than the glossies ever did . Keeps the tears off your fat little cheeks . Kenneth

CLR- - - -it takes everything off, including the bluing, then I get the gun Cerakoted. It's a one time fix and I never have to worry about rust again.

Use bronze wool instead of steel wool and it won’t scratch the surface or remove the bluing. Rick

That’s the key. Pretty much any oil will work while using the fine steel wool to actually take it off.

That and some 4-ought steel wool. DUH! WD40! It is a solvent after all! In school, I was taught - "o-u-g-h-t" My first real job, they only accepted "n-a-u-g-h-t". You aren't the first I've seen use "a-u-g-h-t" The city couldn't understand anything but "z-e-r-o"
