Awhile ago, above I90 eastbound about mp 345 in MT, in a high wind area, I done seen; something awful similar connected by rods separating multiple power lines of the uhhhhh, medium type going across the freeway.

Those were most likely pendulum detuners. Short little video that may explain where and why you might see them.

That is called a lead "pig". It was used in a Mallinckrodt Technetium 99m generator. I have taken apart many hundreds of them and sold the lead for scrap. Still have one somewhere at home. I think that it is about 30 lbs.
The lead attenuated the radiation from the small amount of Molybdenum 99 which decays to Technetium 99m which is used for diagnostic nuclear medicine exams
I agree with y'all. I ain't throwing this in the smelting pot until I get a definitive answer. There was a guy a while back that dealt in Civil War Artillery Rounds. He sectioned them and sold them for big bucks. He finally found one that was still alive. They found bits of him all over the place.
Blackpowder charges can stay explosive for over a century if it's sealed well enough. In about 1900 somebody found a War of 1812 gunboat cannon and salvaged it from the river in New York City. It sat in a park on a stand for over 100 years overlooking the river. A few years ago, they were going to restore and re-paint it, and found out it was still loaded. The powder they extracted was still good.
