Not that I have any interest in clearing Mr. Burns' name, but I took a look at the WY SOS filings and I believe that the tax liabilities are not actually taxes owed but, rather, the annual state LLC fee of about $50. It's pretty common for LLCs or Corporations to miss their annual filing requirements when they don't have in house counsel who watches regulatory filing deadlines.
Assuming that this is what is going on with Mr. Burns' companies, the worst that you can say is that he is bad with keeping track of when filings are due. The administrative dissolutions are not a big deal in these situations.
Administrative dissolutions and suspensions for failure to file annual reports/pay annual fees are not good, but they're nowhere near as bad as actually having unpaid taxes or bankruptcy dissolutions.
Eliminate qualified immunity and you'll eliminate cops who act like they are above the law.
