I went to high school with two black sisters. Both very pretty girls and I think their father was some form of military. One day I overheard one of them explain to a white girl that they never could associate with other blacks because they where always being ostracized for "acting white". Both were dating white guys. She lamented that they were expected by other blacks to act a certain way in order to be accepted.
It's not solely a race issue. It's a cultural issue too. The ghetto culture acts like crabs in a bucket and tears down anyone that tries to rise out of it. They associate success and decency with "whiteness" and whiteness is always negative in their view. It's the old "house ninja" stigma.
Based on my life experience. This is pretty accurate.

There are some black folks who are very well mannered, controlled and respectful - but a VERY high percentage of black folks are not! I found out about this phenomenon WAY back in the late 1960' when I was assigned to work law enforcement in a black ghetto where virtually every dweller there was prone to outrageous emotional outbursts and complete loss of self control! Once seniority allowed me out of that ghetto work environment I found out that many MORE black folks conducted themselves in a manner conducive to a polite, respectful and law abiding society than those ghetto spawn and ghetto inhabitants. So my advice, for all, is NOT to condemn all black folks but retain the right to condemn those black Americans that need condemnation. I certainly can’t define any one thing as the main reason some blacks feel compelled to act out in public with a show of complete lack of maturity, class, respect for themselves, and of course others.
So many things have been asked for and provided to black communities in need of financial and educational assistance over the years.
Mentoring programs developed, Boys & Girls clubs funded, community resources up the ass made available. And of course hiring practices to help move blacks into better paying jobs. Nothing seems to control or slow the growth of distance and disgust between how we as white people see some black folk and vice-a-versa.
I wonder if it’s even possible to arrive at factual truths, call it ownership on both sides of the race card and just admit the failures, then make some radical changes. Knowing that these changes are absolutely going to spark fits of rage, probably on both sides.
Holding people accountable is likely a start. Me being white, I have found myself wondering why good, black citizens, who get mislabeled by the behavior of others haven’t collectively come together and in essence, culled or policed their own in ways that leave no question to observers in their communities that this behavior will not be tolerated. Thinking Black Panther type of education on their own people. I’m laughing, almost at this thought.
But then the same could be said for us, as white folk...Why haven’t we culled or policed the POS whites who bring harm, shame, and disrespect to those who are trying to live together without too much drama?
Maybe the answer to the latter of my questions to cull POS whites is even more difficult. Wouldn’t we need to not only work the inner cities, and rural towns to clean up our white system abuser? Wouldn’t we need to reach into the halls of corporate America, .gov and the financial elites who are possibly the true architects of creating this vast and growing division between people?
Maybe it’s all by their design to prevent all people from coming together under one banner and collectively returning the power back to the American people.
I certainly don’t know. I’m just getting old, I guess, and the obvious change in power and control structure sure doesn’t look like the powerful want us as a people to work together. To me, it smells of fear in the ranks of the elites.

It's likely that evolution in cold weather isn't the only factor relevant to the acquisition of high IQ. Other factors may need to be also present. High IQ is likely only one among several possible adaptations that an isolated population may acquire for adaptation to cold climates, and only East Asians and Europeans took that particular evolutionary route during the last Ice Age. Eskimos may have latched onto other traits which helped them sufficiently survive cold winters.

It seems like you’re all but answering your own question. You’re right there but then stop short of connecting the dots.

Blacks regardless of country, or culture have never built anything today or at any time in recorded world history. Sure there are some really smart outliers. As a whole it’s been shown over and over that blacks in Africa have IQ’s around 70 just above mentally challenged… they also have less impulse control. Look to crime rates, achievements, prison rates, poverty, anywhere in the world and it’s the same thing. It just might be a genetics thing.

Dots or Feathers? There were a ton of dots where I used to live and they definitely don't act like the whites of today. They were actually pretty conservative, very strict parents, focused entirely on education and making something out of their lives without getting handouts. A lot like 1950s whites, I guess.
As far as feathers, I only know what I saw on Wind River and in casinos.

My experience says it's not also a cultural issue, it's primarily a cultural issue. Again, that sentence starts with "My experience"
Nearly every person of another race that I've met, worked with, went to HS or University with, was able to act in appropriate manner for the circumstance............IF........and I know that's a big IF, they were raised by responsible parents in a good environment.
My folks would never let me act out in public, same for all my siblings. There was always the threat, and sometimes action, of the "If I have to take you outside" of "If I have to take you to the back of the store" . Back then at least, that was acceptable by society and a seemingly effective way of instilling proper reactions to situations.
There's a reason for the term "trailer trash", and it's not just because folks live in mobile housing. Plenty of good folks were raised in trailers, by good folks. However, inexpensive housing is attractive to the type of folks that don't have proper social skills and are therefor not good candidates for good jobs, better housing, and perhaps even for teaching kids.
There's nothing wrong with being "poor" either. Perhaps we didn't qualify for that category , but we were certainly on the lower edge of "middle class" and if the old man had gotten seriously injured or died, no doubt we'd have been down in the poverty level. But, we were taught manners, and to work hard, ride used and repaired bicycles (cars later in life) and to eat inexpensive food if that's what we could afford. That was the culture we were brought up in. And that's the culture the majority of those "non-white" folks I ran across in life.
Was it different in Logan Heights and National City down in SoCal. Yeah, it sure was for many. But even the folks I met from there were primarily decent working class folks.
That culture, that seems to reward outbursts of emotion, needs to change. Unfortunately, there are too few folks attempting to change it. Most that would perhaps like to.......... move away from it, and I can't blame them. Like my neighbor. I've talked to folks around here who knew his dad when he was alive. According to them, he was the type of guy to raise his kid right, so it's no wonder my neighbor ain't livin' the thug life.
