Caucasians and Jamaicans have a history. That's why there's virtually no Caucasians there *now*. Generally speaking, Caucasians have moved on and never give such matters any thought. But the Jamaicans haven't forgotten.

I worked and lived in New Kingston from 2000 to 2006. I had an apartment on Oxford road behind the US Embassy which has since moved. I had a second apartment on Hanning Rd. right around the corner and in direct view of the Pegasus hotel.
As an alfa white male with a jar head hair cut i never had any trouble and worked the entire country. If she follows through with this she needs to do several things. She needs to learn patwa so she doesn't sound like a stupid tourist. Next she needs to hire a dedicated driver and not drive around by herself. She must never go to bank to deposit or withdraw cash. Many robberies are inside jobs with people getting jumped after they leave bank. She needs to setup direct deposit of her paycheck.
New Kingston is the safest part of Kingston. The Red Hills above Kingston is where the money people live and there are some real nice homes there. She should be able to find a decent apartment in New Kingston for about $1,000 Us per month.
Most of the homes and apartments have steel security gates on windows and doors, These must always be locked. She doesn't need to worry about Hurricanes as the buildings are all built from concrete. I lived through 2 large Hurricanes with no problem.
My wife spent a few weeks or so there when she was doing volunteer health care on the USS Comfort. One of the navy health care ships that travels around giving free health care. She mostly slept on the ship but went on land to provide free health care everyday.
She had an armed military escort when on land and had to be back in board before dark. She said it wasn't safe there and i worried quite a bit until she was home. It was about 11 years ago though and a lot can change in that amount of time.
Much to my surprise the Peace Corps still operates in Jamaica, even 40+ years ago it had a reputation for violent crime and rape.
About 15 years ago the Peace Corps caught a lot of justified flack for underplaying the seriousness of the problem worldwide, not just Jamaica, mostly falling upon the naive young women expecting everyone to treat them like American men did. As a result of the outrage Peace Corps cleaned up their act a lot.
A long way of saying I trust these 2019 crime stats for Peace Corps Volunteers serving in Jamaica.
Note the exit surveys where 95% of Volunteers felt safe where they worked and 91% where they lived. They ain’t gonna put them in the sticks in a place like Jamaica, most would be placed in more secure settings like where your daughter is prob’ly gonna go.
When viewing the exit surveys and crime stats however be aware it represents both sexes, and about 45% of the Volunteers will have been men, far less likely to suffer sexual assault.
So the 3.3% rate of rape could be around 7% for women during two years of service , more than one in twenty. Likewise the 6.6% rate of non-aggravated sexual assault (groping etc) could be closer to 15% or one in seven for women.
These are appalling statistics but again most of these incidents would have fallen upon naive young women, your daughter is likely a lot more savvy than that.

My time as a correctional officer taught me a few things. The general idea that Jamaicans just want to sit in the sand and smoke their ganga while beating on their drums is ridiculous. They are the most violent, soulless, people I have ever had the pleasure of interacting with. Keep your daughter out of that Hell hole at all costs.

I've been the cliffs of Negril numerous time and mixed it up with the locals, but it's been ten years and not sure what it's like now. Kingston was a no-go for me even back then. You can't be weak wherever you are in JA or you will be taken advantage of. It's not scary or physical, but Jamaicans can be intense. I love the place and the people.
I looked up the U.S. State Dept. travel advisories and a good bit of Western Europe is under an exercise increased caution advisory. What's up with that? Are the U.K., Denmark, and France getting dangerous? I am not talking about pickpockets.
