Also, I'd like to know how the smith took it back to use his "updated reamer" and the problems went away. Hmmm...would love to see a Sierra bullet loaded by Federal measuring a significantly larger diameter that it would fail to chamber.

Sierra 168's MK's have always measured .3080-.3081 for shank diameter. This includes the original 168 International Match bullet.
A bigger issue to grasp is throat angle and how it affects where the bullet is in relation to the rifling origins. There's a world of difference between the 'standard' 1 degree/30 minute throat, the 1 degree/45 minute throat and the very common 2 degree/22 minute angle that many reamers have. With the same free bore length, these three different throat angles will show measurable differences to where the contact point of a particular bullet reaches the 'T.P.' (touch point) of the rifling.
I'd state exact figures but most wouldn't believe it anyway.
Also, I've measured FGMM neck diameters that were fully .342 with a bullet seated.

In other words, a tight neck may not chamber, but for a bullet to get stuck in the chamber when a live round is extracted, the throat would need to be tight and/or shallow. Many may choose to load ammo this way, but this should be avoided for a field rifle.

Al... you are a wealth of knowledge. Thank you for that. Not only that but the man has the experience to back it up.
These are my opinions, feel free to disagree.

Also, I've measured FGMM neck diameters that were fully .342 with a bullet seated. That might be what I’m talking about, but regardless I had the same issue drop point describes with a match chamber and fgmm from a totally different smith (PVA) that is well regarded and the rifle shoots great, it’s just that I have to force some rounds into the chamber, there was one round that I literally could not chamber, as in I literally couldn’t push the bolt far enough forward to close it. I thought it was a length issue but my handloads that were with the same bullet (175gr smk) and that were considerably longer from base to ogive than the fgmm chamber just fine. That’s when I made the measurements and found discrepancy. This was back in 2020, 2021 so my memory might not be on point. Regardless, measurements will be posted this week. I don’t have this issue with my Tac ops, yes the bolt close is tight on some rounds but nothing extreme. It could be different because Im shooting hornady, idk. Drop point… As far as a tight chamber, you’re not going to be able to consistently hold that level of accuracy with factory unless it is tight to make up for the variance in factory ammo. Saying that “shouldn’t be done” is simply your opinion, nothing more.
