M70 is 4.75" between bases.
4.75"[sine 10moa] = 0.0138"


A) 10 moa would be a .014" shim under the rear base.


I've done that.

B) Or put a .014" shim between the rear ring and the bottom of the scope tube.

I've done that.

C) Or you can put the front mount on the mill and take .014" off the underside of the mount with a fly cutter or a boring head.

I've done that.

What ever it takes to tip the scope 10 moa forward.

Or buy a scope with 120 moa adjustment
