He knew that defunding was going to be voted down. That is, the no votes were going to prevail, no matter what he did.

His no vote puts him on the prevailing side. Since he is on the prevailing side, he can now require a re-vote.


And why would you think the outcome would be different?

I'm really tired of the R's trying to finesse things like this.......go nuclear, get it passed with 51 votes. End of story.
