Hold the phone, guys. There was method to McConnell's madness.
He knew that defunding was going to be voted down. That is, the no votes were going to prevail, no matter what he did.
His no vote puts him on the prevailing side. Since he is on the prevailing side, he can now require a re-vote.

there's a reason why mcconnell voted against it, it's becuase if he votes yes, the bill fails, he cna't bring it up again, it's a procedural trick that reid used as well when he couldn't get a bill passed he would vote no, just so he could bring the bill up for debate again,

That rule is solely about evading responsibility or coming down on one side or the other of an issue. IT HAS NO OTHER FUNCTION.
\Now McConnell can tell PP supporters that he voted in their favor, meanwhile he can tell PP opponents that he had to vote that way due to "procedural rules". WTF!!!???? What a set up!!!
We ought to be carrying pitchforks and torches just over that rule.
