Back in the Old West as in the 19th century old west, no self respecting cowboy would be caught dead with creases in his jeans - it was the mark of a dude. Apparently their Levis came creased from the factory so the first thing they did was wash or soak them to get that crease out. Up through the 40's and 50's it was normal to cuff the jeans, both for cowboys, greasers and motorcycle gang members. I think cuffed jeans legs only went out with bell bottoms in the 60's.

I guess like hat styles, jean couture is a regional thing.
