"Fines" are pointless and most will never be seen/collected. A revolving door is a nice descriptor and rates are climbing again due the piles of warrants that are issued due to non compliance. Busier than heck with the same people.....day in/day out. The soft touch approach from unicorn land sounds good to the masses but.....
