He ask the DOJ to tell the ATF to continue with its previous rulings in bump stocks and to review the comments it got and issue an opinion as to the legality of bump stocks within the regulations as written. Then, he directs the DOJ to make sure to regulate all devices that turn legal firearms into illegal machine guns.
It is far short of a specific directive to ban bump stocks.
