I can't get my head wrapped around as to why people want this in their city.
I don't think anyone wants it, but San Fran bought into the whole hippy peace thing.
Let's face it, some people need to have their ass kicked and when a society as a whole refuses to hand out said ass kickings, society as a whole crumbles.
