See nothing covert about such. An effective use of time and funds. I do see considerable waste in commercially flying the offender and other crews across country to retrieve the craft.
Well remember hanging a pilots 16 ft motor boat in the bomb bay of Navy A3 at Whidbey Island many years back. Don't recall any heads rolling over that.
