Yes! The ban on DDT allowed malaria to flourish in third world equatorial countries.
The problem was that DDT was being using in massive amounts, far more than necessary. You can find old videos of spraying neighborhoods with clouds of the stuff. A fraction of that would have been plenty and wouldn't have harmed the birds.
