If you are talking about Bryant, he was born in Philadelphia and played high school ball at Lower Merion.

West Philadelphia born and raised on the playground is where he spent most of his days?

Lower Merion is not within Philadelphia - it is a very nice area as a suburb - and that HS was rather classy in some ways. His father was an NBA player with the 78rs for a while - and then played in Italy - so Kobe Bryant also had a selective taste of Southern Europe as a young person. I think his Italian language was quite good and rather natural. He was not a slum denizen.
