There are people charged with the job of stopping crime. They're called LEO's. If they're being hog tied by their superiors, that decision needs to be shown to be flawed. The only way that happens isletting it play out. These state and local politicians were voted in by the majority. Let them reap what they sowed.

... the people who had business' and livelihoods destroyed ..... should they be able to sue the state for damages? Serious question, who pays to clean up the mess and get things back to normal ?
