I think I know what it does, but had to look up the correct name - is it a fire piston?

Nope. But it might be possible to be used as one.
Hint...The long piece of wood on the bottom has a polished, tapered hole the length of it and the dowel on the handle is not long enough to extend all the way through the hole...
