No, it does. A hand recount is an audit. The ballots will be counted by hand and tallied by hand. Thus, there will be no computer “glitches”. And ballots not present will not be counted. Any irregular ballots will be segregated and possibly not counted. And most importantly attorneys and poll watchers will get to put their eyes on all those ballots again.
