California passed a law that says non-electric trucks will not be allowed on its highways starting in 2035. The companies don't want to buy any more trucks because they will be worth zero in only 14 years. Besides, there are no electric trucks. Catch 22.

Biden said he would get the National Guard to drive the trucks. Well, not only don't they know how, and don't want to, and would have to stop doing their full time jobs, but Biden has no such authority. "Rotsa ruck," dumbass Biden.

It's a perfect storm.

All true, but the California electric truck thing is a red herring. 14 years is more than a life time for a semi truck. I trade mine in 4 to 5 years.

In Europe, the way their registration laws are written, 5 year old trucks are too expensive to register, so they all trade before then. The used trucks then get exported to Russia, Aftrica or Asis. The EU gets to pretend they are doing something, the drivers get new trucks to drive, and the "dirty trucks" get to live in a country where they don't pretend that EURO 3 or EURO 4 emissions matter.

All that to say that if a truck isn't legal in Kali, it can be sold across the border at full value.

Now, AB5 and the Clean Port Truck port rule most definitely restrict drivers and truck availability, respectively.
