Under conditions where DOT requires chains, my state will allow 4WDs with snow-rated tires (or better) to continue without chaining, but we are still required to carry chains. There are certain conditions .. I've only seen them once .. where DOT only allowed 4WDs operating in 4WD with chains to proceed but no 2WD vehicles allowed whether they had chains or not.
