I'm no lawyer and I did not stay at a holiday inn, but I dont think you can prosecute for something that happened in another country. If you could, why would they have to extradite anyone. Example, he's wanted for murder in A and fled to country B. B captures him and extradites him to A.
But, the gov. went after drug cartels located in other countries, so.....
The cartels are selling their crap in the US which is a crime here. They likely aren't paying income taxes on their profits here but the IRS hasn't been after them that I know of. The IRS has put some major criminals in prison that couldn't be touched otherwise, like Al Capone.
