Some years ago, there was a group of missionaries loosely connected to a church we used to attend. They worked somewhere in South America. 4 or 5 of them came back to the states for a while, then returned to their mission. One of the needs in that area was nutrition so they bought a huge amount of vitamins to distribute to the people. The pill bottles were too bulky for their suitcases so they repackaged them in plastic bags. They were in the air on their return trip before it occurred to one of them that they had suitcases full of loose, unidentified pills with them and they had to go through customs in a country with severe drug laws. I'd call them somewhere between naive and totally stupid to not think of that before. As it turned out, not a single one of their suitcases was opened by customs. They probably would have been exonerated once the pills were tested but they'd have gone through hell before that happened.
