This is a redundancy. If they got all of the Jews, the remaining Communists would melt away without their leadership.
"First, they came for the jews, and I did not speak out because I was not a jew. Then they came for the communists, and I did not speak out because I wasn't a communist. Then they stopped coming for people because all problems had pretty much been solved."
