OP,

I have one in 7.62x39mm. Its accurate (has shot PPU into under an inch, as well as handloads) and has thus far been reliable through about 400 rounds of Norinco non corrosive steel case and 100 brass case.

Not a very big sample size I know, but for the price, I am happy with it. I've had the Howa mini as well and really wouldn't recommend one over the other.
