How come Russia hasn’t done non stop aerial bombing of Kiev?? Russia by all accounts has fully functioning Air Force.
That is only in theory and on paper.
In dictatorship like that money that supposed to be spent on military hardware is probably in private accounts of high ranking politicians and oligarchs that support them. Their planes are probably as good as their tanks, junk.
