Yes. The whole program should have been a simple one agency deal with an explanation of exactly what was/was not covered. Allowing other entities to exploit the system with use of the medicare/cade vernacular created a totally unnavigable maze. "No" is always the first response with maybe a positive ending on about the 3rd appeal.
