Typical specimens of the Model 19, with barrels shorter than six inches, didn't come with target hammers and triggers. They came with service style hammers and triggers, or perhaps better called hammers and triggers that split the difference between service style and target style. Same goes for the front sights, which were typically ramped rather than Patridge style in all but the six inch models. I prefer ramped, as is common in four inch models and shorter.
