70gr Speer w/ enough RL15 for around 3000fps has worked for me. I wouldn't try busting near side shoulders with it though as you can with the premiums; ie TSX, partition, etc..
The last deer I shot with that load was hit just in front of the near shoulder and broke the far shoulder. The jacket still had a portion of the core intact but it couldn't quite make it out the far side. Found it just under the skin. He made it less then 20 yards with a huge blood trail.
Penetration with the speer has always been fine in my experience. Will still do a number on varmints as well.
