There are many factors that led to WW2, but the crushing terms of the treaty of Versailles led to the rise of Hitler. U.S. President, Democrat Woodrow Wilson, tried to modify the treaty with his 14 Points plan, but only partially succeeded. The regs are lax on visa requirements for neighboring nation citizens. Since 2014, look at the total numbers of immigrants as well as emigrants.

There has to be a complete big picture understanding of how Ukraine currently establishes citizenship, how many people are considered citizens and if these people who are leaving are simply going back to their real country of citizenship.
