A woman would be a great pick in order to garner the female votes. Noem would fit that bill nicely. Plus he likes young hotties, which she is one.
There are also a myriad of male picks that would be a great choice. If I were Trump I would ask Younkin, because unlike Pence, he is Presidential material and can run in the next cycle and win, giving Republicans years of control.
